The Problem
Thousands of Senegalese villages lack access to drinking water, electricity, and primary healthcare due to insufficient public funding. The Senegalese diaspora wants to contribute to their home village's development but has no transparent and secure channel to do so — informal transfers via intermediaries are opaque and often misappropriated. Diaspora village associations collect funds manually (Excel, untraceable transfers) with no visibility on the actual use of funds.
The Opportunity
The Senegalese diaspora sends over 100 billion FCFA/year to rural areas, with a growing share destined for community development. Civic crowdfunding has proven its effectiveness in Africa (Fundly, M-Changa in Kenya) with success rates above 70% when the community is mobilized. Senegalese local authorities are looking for private partners to co-finance basic infrastructure as part of decentralization.
The Concept
DëkkFund is a web and mobile platform where any village chief, association, or elected official can create a fundraising campaign for a concrete and verifiable project: drilling a well, building a classroom, purchasing medical equipment, installing solar power. Donors (diaspora, local benefactors, companies) contribute via Wave, Orange Money, bank card, or international wire transfer. Each project is geolocated and progress photos are published monthly. DëkkFund mandates an independent local auditor to verify fund use and publishes the report online. The platform charges a 5% operational commission on funds raised.
